Your HOA's governing documents (e.g., your CC&Rs and any Architectural or Operating Rules) must be applied (and enforced) fairly and uniformly to all members in your HOA, including board members. If you think the members of your HOA's board of directors are abusing their authority or interpreting the governing documents in an arbitrary or capricious manner, you have a number of tools at your disposal as a homeowner.
For instance, most homeowners don't realize, most homeowners don't realize that it only takes a petition signed by 5% of your neighborhood to initiate a special meeting to start the process of recalling one or more members of your HOA's board of directors.
